PowerGrid Corporation of India Ltd. as the Central Transmission Utility (CTU) has been designated as the Nodal Agency for grant of Connectivity, Long-Term Access and Medium-Term Open Access to the inter-State transmission system as per the regulation 4 of the Central Electricity Regulatory Commission (Grant of Connectivity, Long-term Access and Medium-term Open Access in inter-State transmission and related matters) Regulations, 2009

All the open access applicants shall ensure that NOCs issued by STU/SLDC for LTA (wherever required) and MTOA applications shall be in the prescribed format (FORMAT-LTA-3 & FORMAT-MTOA-3 specified in the detailed procedure) and complete in all respects including start and end date in DD/MM/YYYY format against “validity period” of NOC, failing which the application shall be considered as incomplete and will be liable for rejection.

Application Bank Guarantee (ABG) associated with LTA application is to be submitted strictly as per the format uploaded on CTU website. No deviation / modification in any form by deletion, addition or modification of any text, sentence or any part is acceptable.

The CTU portal will be available from 11:00 Hrs (25.05.2018) for submission of online applications.

In accordance with direction of Hon’ble CERC vide order dated 08.03.2018 in Petition No. 229/RC/2015, in case the Generators or DICs fails to make payment of the transmission charges or open letter of credit at the end of the month after operationalisation of LTA, it shall be debarred from applying for and/or denied medium term open access and short term open access till it makes payment of transmission charges and open letter of credit.

The applicants are required to pay the application fee as prescribed in the CERC Regulations, 2009 plus GST at the rate of 18% on the fee value
